Each city is indexed to its own same-month pre-pandemic baseline, so a high index can reflect a low baseline as much as more filings, and colours are not comparable rates across cities. Coverage is 32 of the Eviction Lab’s participating jurisdictions, not the nation. The window average is a plain mean of monthly indexes, not a pooled ratio. Cincinnati’s zero filings in January–April 2020 are flagged as a likely coverage gap.

Kept the plate's city × month eviction-filing index (filings ÷ the same calendar month's pre-pandemic baseline, so 1.0 = that city's normal) for the 32 cities with usable baselines, January 2020 – December 2025, with each city's balanced-panel tract count; the national pooled index (the plate's 'clock'); the plate's pooled 2023–25 index per city; and its stated anchors (January 2020, trough, peak, first month back at 1.0). City cells keep the plate's two decimals; national values are rounded to three. Nothing imputed: the plate reports no missing cells. Derived: `flags` lists any run of exact zeros from the first month (only Cincinnati, January–April 2020); those values are kept as reported and marked, because a whole city filing nothing before any moratorium points to a coverage start, not an absence. Dropped: the race, deprivation-decile and deprivation-tercile series, which belong to other figures.
